The cooling fan on your Ford Focus is the electronic fan or fans on the radiator that pull air through the radiator's fins while the car is idling. The air conditioning condenser and the radiator may both use the same cooling fan to remove heat from these parts, or the condenser may have a separate dedicated condenser fan. The cooling fans use engine temperature data and cycle on when needed, but are typically turned off when your car is driving as air is able to pass through the radiator without the fan's help.
